The files are hosted on artArmin, not that crystal page/link that i see in your comment. This is weird.

We are providing it to you on my site (artArmin).
I do not wish to speculate here and/or say something incorrect. I do not know what that site in the error message is.
Please try downloading it on another device (e.g. phone) and when downloading pay attention to which site it goes to.
It might be that there is a plugin or extension or some app that might be interfering with or changing the download urls.
The weirdest thing is that I haven’t found any device here at home that doesn’t download these files, including 3 pcs, smartphone and 2 tablets now. IP/hostname related? 
maybe providing the ip address instead of artarmin.com works better?

Can anyone who has this issue, visit the artarmin website? You should see scrum poker on top of my website. Just asking.
Because if you cannot do that from either your home internet on any device, then it might be related to your ISP.
But if you can go to the correct url, from at least one of your devices, that is on the same network, then it might (and i say might) mean you have something interfering with your device that cannot open the correct url.

I think github would be a way to consistently share updates without them getting removed. I think some services like Google drive might falsely think an .exe is malicious.
Is PiToolSetup_1.0.2.087_V2.0 the latest version? Is it newer than 1.0.2.086 V7?
Chrome failed for the two links, but I succed with Firefox !

Yes 87 V2 is updated. Got that version from Pimax team this morning. It fixed a few missing links with the backlight adjustment for 8KX and others.
Next official PiTool version will be based on 87 V2 and we will make sure it will include latest upcoming PE version. We know separate installers are confusing. We will soon introduce a better way of updating PE directly within PiTool and also make sure new PiTool version will always be bundled with up-to-date PE.
Agreed, same experience for me on 3 different devices and a plethora of browsers as well as a variety of VPN services.
If you google art armin and try to load the page, safari will instantly block the connection.
Since you tested with different VPNs, would you check whether nslookup returns the correct IP with your default ns provider, vs one?

I simply am at a loss here why some people around the world get the correct website content and some do not.
