Turns out the issue is Afterburner. It doesn’t have to be running, it’s the afterburner monitoring windows service. Issue resolved with numerous people just by uninstalling afterburner entirely and rebooting.
I’m sure it will receive an update to resolve. But for now this is the way.

Amazing how many people this solved the issue for. Might solve the same issue with the Varjo Aero as well, don’t know.
What if people want to OC with Afterburner? Can’t use it? lol
They get an update from MSI or Nvidia (or both?)
