You need recent Pitool (180 Beta, they do not work with stable 132). Then you turn them on, in Pitool click Pair controllers. Then I think I had to press 2 buttons for 5 seconds or so, don’t remember exactly which ones (I think B+system but maybe something else), anyway it was written on the Pitool instruction screen (or in the Index manual). And that was it, you need to do it for each controller individually.

Not even sure i have paired my controllers in pitool, in steam vr it simple works.
