Would it be possible to output video and just drive the screens on the Pimax (no tracking) with android kodi with an Android device that has proper HDMI and 4k output? I can get the FPV stream into kodi easily enough.

Unfortunately no. Piplay does have kodi in video mode. If kodi has a streaming plugin you could likely stream android box to pc. But then again you could setup kodi on your pc to match your box
Kodi itself is Legal. However some of Kodi’s add ons/plugins might not be depending on your country’s laws. Kodi at its core is a multi media player.
Addon example.
Youtube addon would be fine.
However Popcorn Time (streams video using torrents) might not be; depending on your country’s laws & what you stream.
