Contracts. Lucky is likely under contract that he cannot develop a commercial vr headset for something like 5 to 10 years is quite common.

A company I worked for the original owner when he was bought out(a water bottling company) had provisions in the contract he couldn’t open up a water bottling company for 5 years. Which after 5 years he opened up a new water bottling company. He had the good fortune of being bought out again.
