New OS fresh install + MSFS + crystal + pimax client 1.14 smart smoothing, ground stutters/micro stutters-vr only?

In my OS before i wiped it, i had an identical configuration (well, mostly identical), so im not sure whats going on here, i use 1.14 due to needing smart smoothing that works in msfs. This is in openxr native mode

If i get in a c152 and get to say 4k feet and turn, watching the horizon it stutters every few seconds, its noticeable with SS on, if you turn SS off or use 2d mode, its not visible.

I have the toolkit going but not turbo due to those artifacts.

The frame rate (i think) isnt as consistent at 45 as it was on the old OS (46-53-60 etc)
If you try to fix it at 45 fps in riva tuner, it gets a little better but suddenly artifacts constantly, maybe placebo but i toggled smart smoothing and it seemed to stay a little closer to 46 but still pretty bad. I had tried a newer client for another test (smart smoothing only works on 1.14) but i rolled back (as i had done the same test on the old drive), i cleaned the folders out of their locations before putting 1.14 back as well as i had many times before.

One possible cause, or two, im now on 24h2 with the new os, and core isolation / memory integrity is on now. Later today trying without core on and also have the old os on an old ssd and will now test that as well.

*i’ve been having headset issues where a green logo or symbol appears and freezes on them or they need hard reset (opened a ticket), its possible this is related i guess.

Tried both with and without hags on, im on directx 11 (i hadnt been using 12 previously)

Anyone ran into this?

i9-14900kf (stock with a slight negative offset -0.045) 64gb cl32 gskill F5-6400J3239G32GX2-TZ5RK at 6400 (XMP I), 4090oc gigabyte, asus rog strix z790-e (latest sept 24 bios), nvme ssd OS (3.5k speed), nvme MSFS (7.5k speed)
*I did switch from cl34 teamgroup 48gb to this 64gb set recently, unlikely but could be a difference with this situation

GPU ms is typically i think 16ms, cpu at 6-8 (last test anyway)
i’ve also tried lowering vr settings to low (didnt think would help), didnt help

Nvidia control panel/inspector currently set to Power set to max performance (only change)

I managed to boot to the old drive, it was locked in at around 46 most of the time, didnt really go up beyond that, the os was last years 23h2, not 24h2 (not the issue)…

I still noticed the stuttering though (maybe that latest asobo patch a week or less ago? unknown), or maybe my eye just sees it now

Back to the newer cleaner install… (where the fps drifts 46, 49, 52 etc)
I ran the DLSS file replacer, the version i had in both the old drive and new one here, were like 2.4 or 2.2 similar, its at like 3.7.2…
i cleared gpu shader cache files
I turned off memory isolation

After all that nothing helped, the sim with the crystal and 1.13 client at least still wants to drift to above 45/46 fps, but on the old drive it didnt much, i have no idea why, maybe i got lucky with uninstalling/reinstalling clients on the old and it just worked better (but still stutters a little at least with the current msfs).

I have various pimax clients on hand to tinker with now, going all the way back to where i guess SS was perfect (version 1.11) along with the what was working for me 1.13 and a 1.15 to test that might also work and have working eye tracking. Otherwise just have to live with it for now.

I also know its not 24h2, because i have a test win 11 thats 23H2 and it Does NOT lock right at 45, drifts up to 50 as well, with the same client. So somehow i had magic before.

Aside from that the other interesting note:

SteamVR Openxr with smoothing is Holding at 45-46 with minor stutters, who knew and i was actually after using this to be able to see other windows easier with a better Virtual desktop, i may end up sticking with steamvr for now.

I also still had weird goggle hardware issues where toggling out i had a color block stuck and had to reboot them yet again (may still be hardware issues)
