I think it’s on purpose in that it should have been created there to begin with.
One with permissions can split into a discussion topic…

I had an issue this morning that wasn’t allowing a reply to certain posts, it was resolved by logging out/in & clearing cache.
I don’t think it’s that, but I can check (if I can remember my password 
).
The post has been moved to a category that doesn’t allow replies. It’s an intentional permissions thing.
