FIXED - CAN BE DELETED (after reading, I hope; updating Pitool AND changing resolution settings back and forth wildly helped)

Issue Title: Newest SteamVR update (1.15.10) seems to have broken Fixed Foveated Rendering
Description:

ORIGINAL REPORT: With FFR now some scene elements are just black and on others FFR just does not work at all. Overall framerate seems higher accordingly. I could run TWD Saints and Sinners previously at 200% res (in SteamVR), now only at 150% with slight stutters. I use FFR on the “Balanced” preset.

UPDATE: After updating the Pitool to 1.0.2.086V2 and changing resolutions settings in Pitool and SteamVR back and forth multiple times, the issue apparently is fixed. Still GPU utilization seems higher as described above.

STILL VALID: In addition, a week ago I was able to set the render resolution to 1.5 in Pitool and let SteamVR resolution on Auto. That gave me a pretty good image. Now if I try to do this (set a resolution greater than 1 in Pitool) my image gets all blurry and low-res. Maybe SteamVR reduced my estimated GPU capability?

even with Steam 1.15.12 and latest PiTool 1.0.2.086 no real change, Render Quality max 1.25 for Pimax 5K+ (Win10 V2004, Ryzen7 2700X, Nvidia RTX 2070super, driver V 456.71)
Render Quality with 1.5 leads to stuttering / flickering
