Problem is, Fedex and the like, if they do not see what some thing costs, they look on line for the price of the item, this leads them to the wrong price, as when they find the price, that is what they seam to work out the taxes on. so by not putting Free gift or backers free gift, or backer HMD, you end up paying tax on the full price.
Pimax support suggest I should contact Fedex to know why I am paying taxes…

Base stations are part of my reward, so it should be marked as a gift not an order.
AFAIK Pimax did not pay the taxes or import duties on backer boxes that were shipped to backers. So chances are you are paying the taxes because it is your country law, but you can ask FedEx, if you want .
If that was true then no one would pay taxes on any Indiegogo/KS Backed projects. Too much of loophole countries wouldn’t let it last.
Otherwise I could sell you something and simply mail it to you labeled Gift to avoid you paying customs.
The Terminology stating you didn’t order anything is to protect one from stating they ordered something on the platform and it never shipped thus “I am entitled to a refund as it was never completed”
Well my assumption is based on the fact that I didn’t pay any taxes for the HMD.
Here are the informations that can be collected around your question:
If you are a KS backer (at least for those without upgrade plan) then the KS rewards are supposed to be shipped to you from a Pimax EU warehouse as explained by Pimax in their KS FAQ:
On the side of Kickstarter rules for project creators, if a project creator wants to make his backers be responsible for paying any customs fees on top of what they will pay for their pledge then Kickstarter requires the project creator explicitely mentions it in his KS description:

So, do you see somewhere in the 8K KS description where Pimax would inform the backers will be responsible for paying customs fees for receiving their rewards ?
We also know Pimax has paid VAT (and all other customs fees) when importing the 5K+/8K HMDs to the EU warehouse and never asked the backers to pay this back to them. So Pimax never denied at that time being solely responsible for paying all the customs fees for importing the KS rewards to the EU before shipping them to each individual EU backer from the Pimax EU warehouse:

Finally, up to March 2020 Pimax was stating being working on moving the remaining KS rewards to their EU warehouse:

I also was contacted from Pimax via Email but not received any invoice from Fedex for the 8KX yet So I’m waiting for the Fedex invoice and pay directly via their tax and duty webpage like I did for the eye tracker before.
